Review Speech has been fighting an uphill battle since 1994, when Arrested Development's adventurous second album, Zingalamundi, died a quiet death. His 1996 solo debut replaced AD's earthy, activist hip-hop with politically charged R&B and sank even faster. Hoopla might break that trend. It's a smart LP that resonates with his beat-conscious lyrics and warm delivery. Speech has grown into himself as a producer; he still says goofy lines like, "We're from the same pod -- we're just two weird peas," but his beats have matured into a more rounded… Read More blend of soul and hip-hop. Sleek crooner numbers like "Our Image" are filler, but a track like "The Hey Song" -- a funky hip-hop workout that gives a 4 Non Blondes hook a gospel twist -- suggests that Speech has a good shot at finally trading his place in the history of alternative rap for a lively career.
